Speed: 0/10
Strength: 0/10
Stamina: 0/10
Intelligence: 0/10
Knowledge: 0/10
Hand Seals: 0/10

So we should rank the charachters in genjutsu,ninjutsu,taijutsu from 1 to 10.

example:

Ninjutsu
Nagato/Pain(10)
Orochimaru(9.5)
Uchiha Sasuke(9.5)
Uchiha Itachi(9)
Jiraiya(9)
Hatake Kakashi(9) etc.

Genjutsu
Uchiha Itachi(10)
Danzo(9.5)
Sasuke(9)

Anyway here is some explonation and ideas:
Stat Definitions:

Genjutsu - Proficiency with Genjutsu and knowledge of the Art of Genjutsu.
Ninjutsu - Proficiency with Ninjutsu and knowledge of the Art of Ninjutsu.
Taijutusu - Proficiency with Taijutsu and knowledge of the Art of Taijutsu.
Stamina - Chakra Capacity, Amount of Stamina for Chakra Creation.
Speed - Agility and Reaction of Movement.
Strength - Power, Muscle strength.
Intelligence - IQ, in any case; someone's IQ.
Knowledge - General Accumulated Knowledge and Experience.
Hand Seals - Proficiency with Hand Seals and Knowledge of the Art of Hand Seals, could also be versatility with hand seals or speed of hand seals. Example: Jiraiya & Itachi.
Overall- The Overall Average of all stats together.

Value Explanations

10
Unmatched in that certain Stat. only One char each stat gets to have this stat.

9.5
Highest Tier possible without breaking through the 10 barrier. Easily Explained to be the highest at a certain stat.

9
.5 away from 9.5. Quite simply one of the highest but not the highest of them all. just as 9.5, this shouldn't easily attained.

8-8.5
A master of the art, quite a high proficiency of the stat. exceeds normal valuations.

7-7.5
A jounin/High level shinobi level, of that stat. also this is quite a good/high number. so this shouldn't be underrated.

6-6.5
The highest possible potential for a chunnin/Medium Level shinobi can attain. just a slight point ahead of that of an average level shinobi/gennin can get.

5-5.5
Average evaluation. The highest possible potential for a genin/average level shinobi.

4-4.5 and below
anything below the highest possible potential for a gennin shinobi.

I have new suggestions what will improve this thread.I'll post them later.

OK Some suggestions:

-The mods should close this thread and we should open new.
-We shold have stats for Fuinjutsu and Kenjutsu.
-We should give more 10's.
-we should have system of voting.
---If you are biased your vote shouldn't be counted
-We should have regular list.
---In the regular list should be puted all posters who will post ##join
---Votes from these members should be counted for double instead of one:-
-You should have more than 100 posts to post
