The usual bar that says "Browse" isn't there anymore. Anybody else had this happen??

I'll pm the admin about it guys, not sure what is causing the technical issues but it seems to be happening to a lot of people.

You know I don't mean to be ungrateful, but current limitation on Avatars is 19kb. Photoshop can't even produce 100x100 jpgs of 19kb, not even with lowest quality  (It's around 50-60kb) Well, I'll deal with it if that can't be changed or shouldn't be for some reason It just takes to open and save an image with paint twice to reduce size accordingly Actually this picture of Kakashi kinda gains character with decreasing quality.
