Itachi is strong but should in no way be that high up the list.
How is Madara number 2 and Shodai Hokage number 4. Shodai defeated a prime Madara who is in turn a-lot stronger then current Madara. I don't know which Madara you referring to here, but ether way Shodai is stronger. So Number 1 goes to Shodai and number 2 goes to Madara.
How is Nagato that high on the list. The guy is strong and all, but you have him bellow Madara again Shodai defeated the strongest incarnation of Madara so Shodai should be above him.And how can he be before Rikoudo?
We know nothing about Sarutobi(Prime)'s true power. All we know is that he was stronger in his prime then Orochimaru + Prep-time which again doesn't prove much because a-lot of shinobi are above this level. If your going by hype then Sarutobi is the strongest Hokage and therefore should be at the top of the list.
What has Danzo shown that would place him so high? We haven't seen anything from him yet other then being hard to kill that would warrant such a placement.And why he is before Sasuke when Sasuke defeated him.
And why is Naruto before Minato?
As for Tobirama we literally know nothing about the guy there is really no way to place him on a list and without a doubt from what we have seen he would not make top 10. The only thing we have seen from him is good Taijutsu and high level Suitons, but in both those areas from what we have seen he is vastly inferior to Kisame.

The Sage of the Six Paths being a more of a myth (according to Kakashi), I'll leave him out of this ranking. Same goes for his sons.
1.Shodai Hokage
Fought equally against MS and EMS Madara Many times in battle without being killed. Eventually Defeated Madara(Prime) and the Demon Fox at the Valley of the End. Had Multiple Bijuu under his control and speculatively had the Demon Fox under his Control in his prime after defeating Madara.
2.Uchiha Madara(Prime)
Was Able to Control the Demon Fox as a Pet and Summon it at will. The true master of the Sharigan. Clashed against Shodai multiple times and was not killed. Onoki Suggests Madara(Prime) even without the Demon Fox could easily defeat the entire Kage Summit and Take all 5 Kage's hostage. Even after being defeated by Shodai and dealt mortal blows he defied death and lived on.
3. Uchiha Itachi
Complete mastery of jutsu, his Sharingan, and his own mind, barely needed to fight at all in order to take out a ninja, could incapacitate someone just by looking at them or pointing, killed his entire clan off (all of whom had the same frightening abilities) in one night while only 13, well-versed in genjutsu, ninjutsu and taijutsu... Itachis talents and accomplishments are hidden from the world, because of the propaganda machine is konoha. they hate uchiha and ruined itachis life. Itachi surpassed minato in every field possible at the mere age of 9 - 10.He onepanaled shinobis like Orochimaru a couple of times,onepanaled Deidara,onepanaled Kakshi,Madara respects him and putting him in the same level with Shodai.Danzou didn’t try to touch Sasuke when he was alive…
4. Uchiha Sasuke
He is my favorite
Underrated.Hated.Can knock out hundreds of shinobi single-handedly without needing to kill any of them, has fought on par with some of the toughest ninja in the Naruto world and survived.Made fool of Naruto a couple of times,defeated Killer Bee,killed Orochimaru and Deidara.The sharingan boy fought 5 kages in one training session and defeated the freak Danzou.
5.Orochimaru
The most difficult man to kill in the manga. Only soul attacking jutsu and Bijuu blasts are going to one shot him, all else is regenerated from. His snake jutsu aren't that amazing, although his snake summons are arguably the most powerful in the manga (at the very least, they're in second), but his most powerful jutsu unfortunately requires prep time. Edo Tensei allows him to summon most of the people in this list, but with infinite chakra and indestructable bodies, only killable through soul attacking jutsu. Combine that with the sheer difficulty of killing him and the fact he can transform into a giant eight headed snake that's apparently his strongest jutsu and you get one of the most tenacious characters in the manga.He defeated his teacher but lost his arms.But he was still powerfull:played with 6tailed Naruto and 2 Sannins couldn’t kill him.Too bad he missed with the wrong clan.
if Orochimaru was a good guy he could bring back Hashirama and Tobirama in their true forms. The three of them could counter Madara's misplacement as well as completely dominate the Kyubi.
6.Nagato
The Successor of the Rannigan. Has the power over life and death. Was able to challenge the whole of Konoha and was only narrowly defeated mostly because of the appearance of the Nine-Tails Fox and Minato in Naruto's Seal. The Man who was AL and able to keep multiple S-rank Ninja in line. He defeated Legendary Sannin Jiraiya and the two great toad sages Fusaku and Shima while Jiraiya was in his strongest form with very little effort. Through his Pain jutsu he can take on pretty much anyone short of the 5 above him. The sheer amount of chakra he has that he can use to spam attack after attack, the sheer number of giant summons he has, the destructive abilities of Asura and especially Deva, the fact his Pain bodies can be brought back to life...the list is very extensive. He has some of the highest level of raw power in his Ninjutsu in the manga, and it's effective against pretty much everyone.
7. Kisame
Itachi considers his techniques to be too destructive to use in confined spaces. A severely weakened clone already created a lake and a weaker clone of that clone could catch a jounin. He's going to capture Killer Bee and reveal he was strong as some of the top Akatsuki members. Known to have chakra levels equal to a bijuu.Kisame is the strongest of the "Seven Shinobi Swordsmen," and he wields the strongest sword called Samehada. Samehada can absorb vast amounts of chakra and transfer it to Kisame, which he uses to restore his stamina and health.
8.Killer Bee
The Man who mastered and can fully control the Second Strongest of the Tailed Beasts.Commands probably the greatest raw power in the manga the can be used in a controlled state at this point and time. His Taijutsu is second only to Raikages thanks to his insane speed, strength, durability and swordsmanship. Anyone in Taijutsu can expect an ass whuppin. The man is immune to conventional Genjutsu thanks to his Jinchuuriki, can amp his physical abilities massively by using more and more tails in his Bijuu Shroud and can go full Bijuu at will.
9.Minato
The only character who's probably faster than him is Raikage. He can teleport around the battlefield and has extreme speed to supplement this. In effect, he can appear nearly anywhere his kunai/Hiraishin marks are, then close whatever short distance there is between himself and you and off you extremely quickly, with Rasengan. Also, he has Shiki Fuujin and was able to use it to take down the Kyuubi. Anyone hit by his Shiki Fuujin=pretty much 100% dead.
He is 9th becouse I don't see how he could defeat anyone before him without losing his life in the process.
10. Jiraiya
One of the best ninjutsu users.He's got excellent stats all around, and can increase all this by using HM. He has access to three huge and powerful summons, and Ni Dai Sennin who can keep him in HM indefinitely and attack while on his shoulders as well as provide the second strongest Genjutsu in the series. Only Madara, Itachi, maybe Sasuke, maybe Kakashi, Killer Bee, Sasori and Raikage can hear Frog Song and survive whatever Jiraiya does next. In HM his physical stats, already near top tier, become top tier, and all his Ninjutsu are boosted AND he gets access to special Sage jutsu. All in all, extremely powerful.
Honourable Mentions (not in order)
Sarutobi Hiruzen
learned hundreds of jutsu, managed to hold off and defeat Shodai Hokage, Nidaime Hokage, and Orochimaru at the same time while out of chakra and NOT in his prime, was longest-lived hokage so far...Apparently he was the strongest Kage. Without feats to back this up I can't put him higher than this and am loathe to put him this high anyway.
Hatake Sakumo
The man considered on par with the Sannin in skill combined; the way he's talked of by Minato would lead us to believe he was even greater in skill than him.
Sasori
A scratch from his puppets/attacks=death. Hiruko alone is very powerful and he can simply outlast most Shinobi inside it. Even when broken he's got things like Sandaime Kazekage and his Satetsu, which only a handful of people outside this list can counter (and all with difficulty). Then he can bust out a hundred puppets at once, with 298 or so puppets he can use, and spam them until you slip up from being attacked on all sides at high speed and get slightly scratched, ending you instantly. Then he's got his heartbox trick, which only smart guys who can see chakra are going to be able to avoid being tricked by. In effect, you can "kill" him (inflict a mortal wound), then still be killed at you only stabbed a lifeless wooden doll. Without being smart, a lot of characters might not even figure out how to kill him.
Raikage
With just his Raiton Shroud and his bare hands he can do things it required enormous super jutsu to do. He's got the best speed feats in the manga, has some of the greatest stamina, is extremelstrong,his Raiton Shroud enhancing his strength, is insanely durable and nigh invincible with his Raiton Shroud and crucially, extremely skilled at Taijutsu. The man doesn't use super powerfull and explosive jutsu. He literally beats everything to death with his fists.
Naruto
Amazing chakra(not just 9tails).stronger than Jaraiya in strength but not in skill. Naruto is actually made out to be pathetic in the manga in the field of elemental chakra. According to the manga, wind chakra is the best, but Naruto hasn't learned that many wind jutsus. He can't even use his most powerful wind technique unless in sage mode.
Hanzo
Said to have been one of the most powerful ninja of his time. Summoned a giant salamander. Fought off all the sannins at once. Though the circumstances are unknown.
Kakuzu
Being able to wield masterfully all five elements and S-class jutsu for that matter is quite a feat.His history, his background, and his capabilities are all nothing short from impressive. Being composed of blood veins and being a guy that rips out people's hearts and takes it into his own is just amazing.
Deidara
Can you say "lol aerial bombardment"? Deidara has two crucial advantages over everyone. First the most destructive character in the manga. His bombs are sustainable and can produce extremely damaging results. C3#18 can wipe out a village in a blast, C4 can only be avoided by people who don't breathe or can see chakra and are wise enough to know to avoid the floating cloud of death and CO would kill anyone on this list who didn't have a time/space jutsu to hide in.
